The primary civilian, non-military entities with authority for governmental mangement are established as cities, counties, state, and as the federal government. In each case, "elite," politically powerful and affluent White people, primarily White men, ultimately make all the rules and make all exceptions to the rules.

It's always been the well-documented practice of "elite," politically powerful and affluent White people, primarily White men, who in their incestuous and self-sustaining roles as perpetual leaders, to also make deals bereft of "public perview" and equitable "inclusion" of women, minorities, disabled, the poor, and the overwhelming majority of the population. These "people" created and sustained "governmental polices" that authorized:

Slavery, genocide, segregation, redlining, Jim Crow, etc.

Sexism, abortion, and overt pay disparities between qualified women and qualified men, etc.

Keep in mind, the impact of the aforementioned has NEVER been abated by "elite," politically powerful and affluent White people, primarily White men, because doing so would reduce or eliminate the "ownership and control" this "itsy-bitsy" racial and sexual demographic has perpetually held over ALL civil, legislative, educational, business, legal, and governmental aspects of the United States of America.

At the highest court in the United States, the lifetime appointment of U.S. Supreme Court Justices created and guarantees
the perpetual existence of systemic sexism and systemic racism.

Perhaps, you believe this "itsy-bitsy" racial and sexual demographic of "elite," politically powerful and affluent White people, primarily White men, are ultimately egalitarian and they only seek to do what's best for all citizens; well, the perpetual existence of genocide, segregation, redlining, Jim Crow, sexism, denial of abortion rights to women, and overt pay disparities between qualified women and qualified men clearly establish any such belief as . . . stupid.

In fact, lobbyists, who exist as the authorized peddlers of information to intentionally and strategically influence and pander to the interests of "elite," politically powerful and affluent White people, primarily White men, exist in the very center of the legislative decision-making process. Conflicts of interest? The City of Omaha and Douglas County operate out of the same building, share resources, and actively participate in the "constant exchange of information." In some circles, the aforementioned "relationship" can certainly foster . . . collusion. Plus, the Omaha Airport Authority is overseen by a five-person Board of Directors, members of which are appointed by the Mayor of Omaha; and members of the Omaha Police Officers Association are employees of the City of Omaha.

WHAT'S NEXT?

1. "Elite," politically powerful and affluent White people, primarily White men, "go through the motion" and inform the (non-voting) public what they're planning (translation: going) to do, but they'll soon hold a public hearing to briefly (kinda) listen to input from the public:

Nevertheless, although absolutely no minorities, poor people, disabled, women, etc., have "economic access" to lobby through Kelley Plucker, LLC for "equal representation" to influence the decision-making process, which is unilaterally held by "elite," politically powerful and affluent White people, primarily White men, YOU'RE supposed to believe everything is on the up-and-up!
